Paul  grew up in Calais. He was known as a forever friend, a journalist, music teacher and  band leader. He played his trumpet with several music groups and musicians all over the county and throughout New Brunswick, Canada.

His long teaching career started in the Washington County towns of Columbia Falls, Princeton and Woodland where in 1962, Mr. Phelan and his Woodland H.S. Band traveled to Washington, D.C. to march in the Cherry Blossom Festival parade. There was a tremendous outpouring of support from the entire St. Croix Valley community including the residents and businesses helping with the funding. Band members and their parents worked very diligently on many fundraisers to help Mr. Phelan and his band get to Washington. He also taught music in Biddeford and Yarmouth in Southern Maine. He was appointed to the Maine State Board of Education and was the recipient of many more accolades throughout his life. Paul, 95, passed away at his home in Westbrook on February 21, 2016. A funeral service, held on February 26, 2016 at Blais & Hay Funeral Home in Westbrook, was officiated by Father Reggie Brissette, a friend of  Paul's.
